Breaking ground for the Heritage Harbor shopping center were (left to right) developer Don Berry, Monterey Mayor Gerald Fry, Monterey Urban Renewal Agency Chairman John Bouldry, project architect Paul Davis and Mrs. Berry on Dec. 16, 1977.
